Records Access Officer Essex County District Attorney’s Office 10 Federal Street Salem, MA 01970 Dear Attorney Jiang: I have received the petition of Jenna Rocco appealing the response of the Essex County District Attorney’s Office (Office) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On January 26, 2026, Ms. Rocco requested: [1] Any records received from or provided to the North Andover Police Department relating to the June 30, 2025 incident involving [an identified officer]. [2] Evidence logs, chain-of-custody records, or intake documentation reflecting receipt, review, or storage of body-worn camera footage or related digital evidence connected to that incident. [3] Communications (emails, memoranda) between the District Attorney’s Office and the North Andover Police Department from June 25 through July 10, 2025 referencing body-worn cameras, firearms, use of force, or evidence handling. The Office responded on January 28, 2026. Unsatisfied with the response, Ms. Rocco petitioned this office and this appeal, SPR26/1152, was opened as a result. Subsequently, I learned that the Office provided Ms. Rocco with a further response on April 3, 2026. Where this appeal was opened as a result of the Office’s January 28th response, I will now consider this administrative appeal closed. Ms. Rocco may appeal the substantive nature of the Office’s April 3rd response within ninety (90) days. See 950 C.M.R. 32.08(1).
