See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On February 28, 2026, Ms. Pacy requested the following records related to “‘Teen Dating Violence’ and ‘Teen Dating Violence Policy 714’ for the period from July 10, 2024, to December 6, 2024[.]” Specifically, Ms. Pacy sought the following: [1] All communications (emails, text messages, phone calls, in-person meetings etc.) from the Superintendent and any School Committee members regarding “Teen Dating Violence,” “Teen Dating Violence Policy 714,” and/or “Policy 714” during the specified time period[.] [2] Any communications (emails, texts, phone calls, in-person meeting, etc[.]) between the Shrewsbury School District and [an identified individual], related to “Teen Dating Violence” and “Teen Dating Violence Policy 714[.]” [3] Dates of all meetings along with meeting minutes including executive session minutes held regarding “Teen Dating Violence” and “Teen Dating Violence Policy 714[.]” [4] Minutes, discussion points and documents from any School Committee Executive Sessions related to “Teen Dating Violence” and “Teen Dating Violence Policy 714[.]” [5] A detailed breakdown of all costs associated with the use of District Legal Counsel regarding issues related to “Teen Dating Violence,” including but not One Ashburton Place, Room 1719, Boston, Massachusetts 02108 • (617) 727-2832• Fax: (617) 727-5914 sec.state.ma.us/pre • pre@sec.state.ma.us

This should include a breakdown by hours, with descriptions of the work performed and the account name, account number and cost center where the costs were booked[.] [6] A list of any non-public meetings or discussions between the Superintendent and School Committee members, or between School Committee members only, regarding “Teen Dating Violence” and “Teen Dating Violence Policy 714.” This includes communication via Zoom, phone calls, text messages, in-person meetings and emails (both district and personal email accounts). Please provide the dates and copies of all related forms of communications and meetings[.] Claiming to not yet have received a response, Ms. Pacy petitioned this office and this appeal, SPR26/1211, was opened as a result. Despite being notified of the opening of this appeal, it remains unclear whether the School has provided a response. Accordingly, the School is ordered to provide Ms. Pacy with a response to her request, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us.
