Hersey Executive Director Concord Contributory Retirement System 2250 Main Street West Concord, MA 01742 Dear Ms. Hersey: I have received the petition of Paul Macone appealing the response of the Concord Contributory Retirement System (System) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On March 20, 2026, Mr. Macone requested, “[a] copy of the RFP issued in 2025 by the Board of Directors for new actuarial services as well as (any responents [sic] and their responses) to the RFP, and who was selected.” The System responded on April 2, 2026. Unsatisfied with the response, Mr. Macone petitioned this office and this appeal, SPR26/1218, was opened as a result. Subsequently, I learned that the System provided Mr. Macone with a further response on April 9, 2026. Where this appeal was opened as a result of the System’s April 2nd response, I will now consider this administrative appeal closed. Mr. Macone may appeal the substantive nature of the System’s April 9th response within ninety (90) days. See 950 C.M.R. 32.08(1).
