The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records April 7, 2026 SPR26/1221 Allison Mondello Records Access Officer Massachusetts Department of State Police 50 Maple Street Milford, MA 01757 Dear Ms. Mondello: I have received the petition of Wilson Suero appealing the nonresponse of the Massachusetts Department of State Police (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On March 5, 2026, Mr. Suero requested the following: [1] The complete laboratory case file maintained by the William A. Hinton State Laboratory Institute for all drug evidence submitted in connection with [an identified case][;] [2] The original drug analysis report or drug certificate issued by the Hinton Laboratory with respect to any controlled substance evidence in [an identified case], including the full name, signature, and employee identification of the analyst who performed or certified the analysis[;] [3] All chain of custody records, evidence submission forms, and evidence tracking documentation for any drug evidence submitted to the Hinton Laboratory in connection with [an identified case][;] [4] All internal laboratory worksheets, bench notes, test logs, instrument printouts, or quality control records generated during the analysis of drug evidence in [an identified case][;] [5] Any records identifying [an identified case] as a case in which [an identified individual] performed, supervised, certified, or otherwise participated in the analysis of evidence, including any computerized case tracking system entries[;] One Ashburton Place, Room 1719, Boston, Massachusetts 02108 • (617) 727-2832• Fax: (617) 727-5914 sec.state.ma.us/pre • pre@sec.state.ma.us

Allison Mondello SPR26/1221 Page 2 April 7, 2026 [6]Any records generated by the Massachusetts State Police investigation into [an identified individual’s] misconduct that reference [an identified case] or the drug evidence therein[;] [7] Any records reflecting that samples in [an identified case] were subjected to confirmatory testing, retesting, or remediation following the discovery of [an identified individual’s] misconduct in September 2012[.] Claiming to not yet have received responsive records, Mr. Suero petitioned this office and this appeal, SPR26/1221, was opened as a result. Subsequently, I learned that the Department provided Mr. Suero with a response on April 6, 2026. Where this appeal was opened as a result of the Department’s lack of a written response, I will now consider this administrative appeal closed.
