Assistant District Attorney Essex County District Attorney’s Office 10 Federal Street Salem, MA 01970 Dear Attorney O’Sullivan: I have received the petition of George Goodwin appealing the nonresponse of the Essex County District Attorney’s Office (Office) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On March 16, 2026, Mr. Goodwin requested the following: [1] I want the footage of the altercation with me and [an identified individual] on 120-13 11/25/20 – for an appeal on my case[;] [2] I request that MHO Nursing Station footage on 2/11/26 & 2/12/26 be preserved and furnished to me – for my criminal case, I need it for evidence[;] [3] In 9/22 I was in a fight on 120-B, I need that footage for my systemic abuse claim[;] [4] On 12/31/22 & 11/1/23 I was four-pointed and camcorder footage of the incident, I need that for my civil case 2577CU01002-A[;] [5] I need copies of all my D-boards I ever got prior to 2023 – The [j]ail staff threw my legal work out on 2/9/23[.] Claiming to not yet have received responsive records, Mr. Goodwin petitioned this office and this appeal, SPR26/1235, was opened as a result. Despite being notified of the opening of this appeal, it remains unclear whether the Office has provided a response. Accordingly, the Office is ordered to provide Mr. Goodwin with a response to his request, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days.
