The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records April 16, 2026 SPR26/1241 Jennifer E. Smith City Clerk City of Amesbury, Assessor’s Office 62 Friend Street Amesbury, MA 01913 Dear Ms. Smith: I have received the petition of Mark McCarthy appealing the response of the Amesbury Assessor’s Office (Office). See G. L. c. 66 § 10A; see also 950 C.M.R. 32.08(1). On February 5, 2026, Mr. McCarthy sought, “copies of all records in regard to the removal of [an identified address] from the VISION public real estate assessment database.” The Office responded on February 5, 2026 and February 9, 2026. Unsatisfied with the responses, Mr. McCarthy petitioned this office and this appeal, SPR26/1241, was opened as a result. It is my understanding that the subject matter of this request and the issues raised in Mr. McCarthy’s appeal are similar to those addressed in SPR26/0924 Determination of the Supervisor of Records (March 27, 2026). In my March 27th determination, I ordered the Office to provide an estimated date as to when it intends to complete the search and provide the responsive records, and ordered the Office to provide Mr. McCarthy with a response within ten business days. Once the Office provides a response, Mr. McCarthy may appeal the substantive nature of the Office’s response to SPR26/0924 within ninety (90) days. See 950 C.M.R. 32.08(1). Conclusion Accordingly, I will consider this administrative appeal closed.
