City Clerk City of Lawrence 200 Common Street Lawrence, MA 01840 Dear Attorney O’Connor Bernal: I have received the petition of Jill Vaglica appealing the nonresponse of the City of Lawrence (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On February 14, 2026, Ms. Vaglica requested the following records related to [two identified individuals] from [ten identified City departments]: [1] Any payments made to [two identified individuals][;] [2] Dates of payments[;] [3] Payment amounts[;] [4] Purpose or reason for payments[;] [5] Department or agency that authorized the payments[;] [6] Any contract or agreement related to these payments[;] [7] Any letters of either recommendation or verification of cooperating witness testimony in regards to a criminal case regarding the above named individuals, whether they be internal or external from an outside agency[.] Claiming to not yet have received responsive records, Ms. Vaglica petitioned this office and this appeal, SPR26/1245, was opened as a result. Despite being notified of the opening of this appeal, it remains unclear whether the City has provided a response. Accordingly, the City is ordered to provide Ms. Vaglica with a response to her request, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us. Ms. Vaglica may appeal the substantive nature of the City’s response within ninety (90) days. See 950 C.M.R. 32.08(1).
