The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records April 21, 2026 SPR26/1251 Ruthy Barros Records Access Officer Massachusetts Commission Against Discriminaiton One Ashburton Place, Room 601 Boston, MA 1251 Dear Ms. Barros: I have received the petition of Kelvin Liriano appealing the response of the Massachusetts Commission Against Discriminaiton (Commission/MCAD) to a request for public records. On March 20, 2026, Mr. Liriano requested, “copies of all public records maintained by the Massachusetts Commission Against Discrimination (MCAD) relating to a formal discrimination complaint I submitted on or about December 2025… Specifically, I request:” [1] All records reflecting receipt, logging, intake, acknowledgment, and internal assignment of the complaint[;] [2] All internal communications, including emails, letters, notes, or memoranda, between MCAD staff or division regarding the handling, evaluation, or disposition of the complaint[;] [3] Records documenting any evaluation, determination, or assessment of jurisdiction or applicability of MCAD’s investigative authority to the submitted complaint[;] [4] Records of any preliminary or formal investigation, inquiry, review, or action taken by MCAD in response to my complaint, including decisions explicity declining or deferring investigation[;] [5] Any communications, referrals, or transmission of the complaint or associated documentation between MCAD and other state agencies, including but not limited to the Attorney General’s Office, Executive Office of Public Safety and Security, Department of Criminal Justice Information Services (DCJIS), Massachusetts Probation Service, or the Boston Municipal Court[;] [6] All internal summaries, memoranda, analyses, notes, or reports generated by MCAD staff or consultants relating to the handling or evaluation of the complaint One Ashburton Place, Room 1719, Boston, Massachusetts 02108 • (617) 727-2832• Fax: (617) 727-5914 sec.state.ma.us/pre • pre@sec.state.ma.us Ruthy Barros SPR26/1251 Page 2 April 21, 2026 [7] Copies of any applicable policies, procedures, guidelines, training manuals, or standards used by MCAD in the intake, review, investigation, and disposition of discrimination complaints alleging misconduct by public entities or officials[;] [8] Any records documenting the final disposition, status, closure, or current status of my discrimination complaint[.] The Commission responded on April 2, 2026. Unsatisfied with the Commission’s response, Mr. Liriano petitioned this office and this appeal, SPR26/1251, was opened as a result. Subsequently, I learned that the Commission provided Mr. Liriano with a supplemental response on April 17, 2026. Where this appeal was opened as a result of the Commission’s April 2, 2026 response, I will now consider this administrative appeal closed.
