See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On March 23, 2026, Mr. Pacy requested “records related to the Shrewsbury Public School District’s use of BMO card(s) or purchasing card(s) for the period of December 1, 2022, through April 10, 2026[.]” Specifically, Mr. Pacy requested the following: [1] The official name, program name, and type (e.g., credit card, purchasing card, procurement card, or other) of the “BMO Card” referenced by the district in prior public requests[;] [2] The total number of BMO card accounts maintained by the district during the requested time period, including any cards referenced in purchase order #240530 dated October 2, 2023 (which appears to reference “BMO Card #2”)[;] [3] A list of all employee names and titles who have been issued or assigned a BMO card during the requested period[;] [4] A list of all employee names and titles authorized to use BMO cards, including any administrators or supervisors with approval authority[;] [5] All records reflecting transactions made using BMO cards, including but not limited to[:] [A] Receipts[;] [B] Invoices[;] [C] Purchase orders[;] [D] Monthly statements[;] [E] Expense reports[;] [F] Supporting documentation for expenditures[;] One Ashburton Place, Room 1719, Boston, Massachusetts 02108 • (617) 727-2832• Fax: (617) 727-5914 sec.state.ma.us/pre • pre@sec.state.ma.us

Chris Girardi SPR26/1258 Page 2 April 10, 2026 [G] This request includes records associated with School Committee- related expenditures[;] [6] All policies, procedures, guidelines, or written directives governing the issuance, use, monitoring, and reconciliation of BMO cards[;] [7] Records describing the approval process for expenditures made using BMO cards, including any required pre-approval or post-approval procedures[;] [8] Any records indicating whether members of the School Committee are permitted to access or use BMO cards, and if so, the scope and limitations of such use[;] [9] Any audits, internal reviews, compliance reports, or findings related to the use of BMO cards during the requested period[;] [10] Any contracts or agreements between the district and BMO related to the issuance or management of these cards[;] [11] Who has signature approval on these cards? List names and titles[.] Claiming to not yet have received responsive records, Mr. Pacy petitioned this office and this appeal, SPR26/1258, was opened as a result. Despite being notified of the opening of this appeal, it remains unclear whether the School has provided a response. Accordingly, the School is ordered to provide Mr. Pacy with a response to his request, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us.
