The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records April 8, 2026 SPR26/1267; SPR26/1268 Lieutenant Michael Gorman Records Access Officer Lynn Police Department 300 Washington Street Lynn, MA 01902 Dear Lieutenant Gorman: I have received the petitions of Brandon Stokes, of 7NEWS WHDH Boston, appealing the responses of the Lynn Police Department (Department) to two requests for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On March 31, 2026, Mr. Stokes requested the following: SPR26/1267 …Lynn Police bodycam of the arrest of [an identified individual] around 12:30pm on 3/12/26. The arrest happened in public view in the area of Standish Road – an [an identified individual] was led to a police cruiser in handcuffs in front of several homes. SPR26/1268 …Lynn Police dashcam video and bodycam video related to an abandoned Porsche found in the area of …Lynnfield St. near the entrance to the cemetery on 3/28/26. It is my understanding that the Department assigned the requests reference numbers 26- 947 and 26-953, respectively. The Department responded to Request 26-947 on April 2, 2026, and to Request 26-953 on April 7, 2026. Unsatisfied with the Department’s responses, Mr. Stokes petitioned this office and these appeals, SPR26/1267 and SPR26/1268, were opened as a result. Where these appeals were opened based on the Department’s April 2, 2026 and April 7, 2026 responses, I will now consider these administrative appeals closed. If unresolved issues remain, Mr. Stokes may appeal the substantive nature of the Department’s April 8th response within ninety (90) days. See 950 C.M.R. 32.08(1).
