Watson Town Clerk Town of Monson 110 Main Street Monson, MA 01057 Dear Ms. Watson: I have received the petition of Mary Hull appealing the nonresponse of the Town of Monson (Town) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On March 25, 2026, Ms. Hull requested “records related to the investigation conducted by [an identified individual]/ Safety Respect in the Workplace[.]” Specifically, Ms. Hull requested: [1] A complete, unredacted copy of the investigation report[;] [2] The identity, title, and department of the individual or individuals who performed the redactions on the version of the report previously provided to me[;] [3] The specific statutory exemptions relied upon for each redaction that was made[;] [4] All emails, memoranda, notes, drafts, and communications between the Town, Town Counsel, Safety and Respect in the Workplace, or any other party concerning[;] [a] [T]he decision to redact the report[;] [b[ [I]nstructions regarding redactions[;] [c] [D]rafts or versions exchanged for the purpose of redaction[;] [d] [T]he preparation, review, or handling of the investigation report[.] Claiming to not yet have received responsive records, Ms. Hull petitioned this office and this appeal, SPR26/1296, was opened as a result. Subsequently, I learned that the Town provided Ms. Hull with a response on April 7, 2026. Where this appeal was opened as a result of the Town’s lack of a written response, I will now consider this administrative appeal closed. Ms. Hull may appeal the substantive nature of the Town’s response within ninety (90) days. See 950 C.M.R. 32.08(1).
