Records Access Officer Hampden County Sheriff’s Department 627 Randall Road Ludlow, MA 01056 Dear Attorney Finnegan: I have received the petition of Jonathan Gerhardson appealing the nonresponse of the Hampden County Sheriff’s Department (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On March 17, 2026, Mr. Gerhardson requested the following records between January 1, 2024 and April 13, 2026: [1] Agreements/MOUs: Any Memorandums of Understanding (MOU), Joint Duty Agreements, or contracts between the Hampden County Sheriff’s Office and Immigration and Customs Enforcement (ICE) or Homeland Security Investigations (HSI), specifically including any agreements establishing or governing HCSO personnel acting as Task Force Officers (TFOs) for HSI/ICE[;] [2] Financial Records: Copies of any records of reimbursement, invoices, or grant funding requests submitted by the HCSO to ICE or HSI for task force participation, including but not limited to overtime reimbursement for HCSO employees assigned to HSI task forces[;] [3] Communications: Any email correspondence (including attachments) between [an identified individual] and any other HCSO employee and any email address ending in @ice.dhs.gov or @hsi.dhs.gov[.] Claiming to not yet have received responsive records, Mr. Gerhardson petitioned this office and this appeal, SPR26/1349, was opened as a result. Subsequently, I learned that the Department intends on providing a written response to Mr. Gerhardson.
