Assistant City Solicitor City of New Bedford 133 William Street New Bedford, MA 02740 Dear Attorney Schuko: I have received the petition of Jason Gonsalves appealing the nonresponse of the City of New Bedford (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On March 9, 2026, Mr. Gonsalves requested “the following records relating to the property located at Clark’s Cove Leasing and Storage LLC d/b/a The Kilburn Mill . . . West Rodney French Boulevard, New Bedford, Massachusetts[:]” [1] Any inspection reports, violation notices, or inspection records related to demolition, electrical, plumbing, fire safety or building work at the property from March 9, 2023 to present[;] [2] The names and license numbers of electricians and their apprentices on file for work performed at the property during that same time period[;] [3] Any permits issued for electrical, plumbing, fire safety, HVAC, demolition, or structural work at the property[;] [4] Any email correspondence or written communication between city inspectors and the property owner, property management, or their representatives regarding inspections, permits, or work performed at the property from March 9, 2023 to present. Claiming to not yet have received a response, Mr. Gonsalves petitioned this office and this appeal, SPR26/1356, was opened as a result. Subsequently, I learned that the City provided Mr. Gonsalves with a response on April 13, 2026. Where this appeal was opened as a result of the City’s lack of a written response, I will now consider this administrative appeal closed. Mr. Gonsalves has appealed the City’s April 13th response resulting in a new appeal, which is currently opened as SPR26/1402.
