The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records April 21, 2026 SPR26/1374 Sofya Gray Records Access Officer Office of the Secretary of the Commonwealth Administrative Services Division One Ashburton Place, Room 1719 Boston, MA 02108 Dear Ms. Gray: On April 13, 2026, this office received a petition on behalf of the Administrative Services Division (Division) seeking an extension of time to produce records, and permission to charge for time spent segregating or redacting responsive records. G. L. c. 66, § 10(c); G. L. c. 66, § 10(d)(iv); see also 950 C.M.R. 32.06(4). As required by law, I understand that the Division furnished a copy of this petition to the requestor, Joshua Levin, of The Mass Media. G. L. c. 66, § 10(c); G. L. c. 66, § 10(d)(iv)(2). On March 30, 2026, Mr. Levin requested the following: [1] Records reporting the designation of a primary records access officer for the University of Massachusetts Boston (“the University”) pursuant to 950 C.M.R. 32.05(1)(a)(2)[;] [2] Records reporting the designation of secondary records access officers for the University pursuant to 950 C.M.R. 32.05(1)(a)(4)[;] [3] Reports with respect to written requests for public records from calendar year 2025 filed by the University’s records access officers pursuant to 950 C.M.R. 32.05(1)(b) and 32.05(1)(c). (I note that the public database of these reports does not indicate from which campus within the UMass system they originate -- though each campus manages its own records and handles its own requests -- and appears to exclude requests filed with the Boston campus.)[;] [4] Any communications from the Division of Public Records to the University regarding a failure to comply with any requirement of the public records law, excluding those communications which relate to an appeal and took place prior to the issuance of the Supervisor of Records’ determination in said appeal. Sofya Gray SPR26/1374 Page 2 April 21, 2026 I do not wish to burden the Division by requiring it to spend significant amounts of time reviewing and redacting correspondence that is largely unrelated to my request. Based on the Division’s representations in the petition, Part 4 of the request is withdrawn and I intend to work with the Division to reduce the scope of the request as Mr. Pierce previously indicated. Accordingly, I ask that the Supervisor dismiss the petition as moot. In light of the above, I find it is unnecessary to opine on the Division’s petition for fees and an extension of time.
