Assistant University Counsel Massachusetts College of Pharmacy and Health Science 179 Longwood Avenue Boston, MA 02115 Dear Attorney Szechenyi: I have received the petition of Jaehyun (William) Kim appealing the response of the Massachusetts College of Pharmacy and Health Science (MCPHS) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On January 14, 2026, Mr. Kim requested the following: [1] All communications between MCPHS University (including administrators, employees, and counsel) and: [a] the U.S. Department of Health and Human Services, Office for Civil Rights (HHS OCR); [b] the U.S. Department of Education, Office for Civil Rights (DOE OCR); the Massachusetts Attorney General’s Office; the City of Boston or any of its departments (including but not limited to BRIC and BPD); [c] and any other Massachusetts governmental agency[.] Prior Appeal This request was the subject of a prior appeal. See SPR26/0478 Determination of the Supervisor of Records (February 24, 2026). In my February 24th determination, I found that it was unclear whether MCPHS had provided a response. On February 24, 2026, MCPHS responded. Unsatisfied with the response, Mr. Kim petitioned this office and this appeal, SPR26/1397, was opened as a result. Subsequently, I learned that MCPHS provided a further response to Mr. Kim on April 23, 2026. Where this appeal was opened as a result of MCPHS’s February 24th response, I will now consider this administrative appeal closed. Mr. Kim may appeal the substantive nature of MCPHS’s April 23rd response within ninety (90) days. See 950 C.M.R. 32.08(1).
