Morales Paralegal Law Department City of Chelsea 500 Broadway, Room 307 Chelsea, MA 02150 Dear Ms. Morales: I have received the petition of Francisco Revelles appealing the response of the City of Chelsea (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On April 1, 2026, Mr. Revelles requested, “[c]opies of records relating to the Chelsea Fire Department response on March 30, 2026 at approximately 21:54 (9:54 PM) to a reported gas leak at [an identified address]. Please provide, in electronic form if available:” [1] The Chelsea Fire Department incident report[;] [2] The fire response record, run report, or call sheet[;] [3] The CAD or dispatch log associated with the incident[;] [4] Any record reflecting the disposition, findings, observations, or determination made by responding personnel, including whether gas was detected, whether a gas leak was confirmed or ruled out, and any action taken[.] The City responded on April 13, 2026. Unsatisfied with the City’s response, Mr. Revelles petitioned this office, and this appeal, SPR26/1399, was opened as a result. Subsequently, I learned that the Office provided Mr. Revelles with supplemental responses on April 16, 2026 and April 24, 2026. Where this appeal was opened as a result of the City’s April 13, 2026 response, I will now consider this administrative appeal closed. Mr. Revelles may appeal the substantive nature of the Office’s April 16th and 24th responses within ninety days. See 950 C.M.R. 32.08(1).
