Records Access Officer Executive Office of Housing and Livable Communities 110 Cambridge Street Boston, MA 02114 Dear Attorney Walleigh: On April 15, 2026, this office received your petition on behalf of the Executive Office of Housing and Livable Communities (Office) seeking permission to charge for time spent segregating or redacting responsive records. G. L. c. 66, § 10(c); G. L. c. 66, § 10(d)(iv); see also 950 C.M.R. 32.06(4). As required by law, it is my understanding that the Office furnished a copy of the petition to the requestor, Sarah Jensen Travis. G. L. c. 66, § 10(c); G. L. c. 66, § 10(d)(iv)(2). On March 23, 2026, Ms. Travis requested: . . . records regarding the Avalon Ipswich (formerly Essex Pastures) project: 1. Evidence of the application date currently utilized by EOHLC to determine this project’s standing on the Ipswich Subsidized Housing Inventory. 2. All records indicating whether a New Project Eligibility determination was required following the August 24, 2023, HAC Remand Order which increased the unit count to 214 from 194. 3. Any communication between EOHLC and the Town of Ipswich regarding the 52 units at 1-2 Washington Street (Harborlight) and their eligibility for the SHI as of May 29, 2025. On April 16, 2026, the Office emailed Ms. Travis and this office, stating, “[u]pon review, we determined that due to many of the emails simply being calendar invites as well as their [sic] being much duplication in the responsive records, a fee is no longer required for the production of the responsive records. Further, this office encourages Ms. Travis and the Office to continue to communicate to facilitate providing records more efficiently and affordably. See G. L. c. 66, § 10(b)(vii).
