See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On April 1, 2026, Mr. Deveney requested the following: “Minutes from all Zoning Board of Appeals meetings held in October 2025, November 2025, and December 2025. I am requesting all email correspondence, including attachments, within the following parameters:” [1] Emails sent to or received from addresses ending in @dsaarchitects.com, and/or emails referencing or involving [identified individuals], within the Chelsea Inspectional Services Department, from January 1, 2025 through April 1, 2026[;] [2] Emails sent to or received from addresses ending in @ptsnorth.net, and/or emails referencing or involving [identified individuals], within the Chelsea Inspectional Services Department, from January 1, 2025 through April 1, 2026[;] [3] Emails sent to or received from [an identified individual], within the accounts of [an identified individual], from March 1, 2026 to April 1, 2026, referencing or involving [an identified location][;] [4] Emails sent to or received from addresses ending in @ptsnorth.net, and/or emails referencing or involving [identified individuals], within the accounts of [an identified individual], from July 1, 2025 through April 1, 2026[;] One Ashburton Place, Room 1719, Boston, Massachusetts 02108 • (617) 727-2832• Fax: (617) 727-5914 sec.state.ma.us/pre • pre@sec.state.ma.us Jessica C. Morales SPR26/1431 Page 2 April 30, 2026 [5] Emails sent to or received from the [an identified email address], within the accounts of [an identified individual], from March 1, 2026 to April 1, 2026[;] [6] Emails sent to or received from [an identified individual], within the accounts of [an identified individual], from March 10, 2026 to April 1, 2026 referencing or involving [an identified location][;] [7] Emails sent to or received from [an identified individual], within the accounts of [an identified individual], from March 10, 2026 to April 1, 2026, referencing or involving [an identified location][;] [8] Emails sent to or received from addresses ending in @northsuffolk.org, and/or emails referencing or involving [identified individuals] within the Chelsea Housing and Community Development Department, from April 1, 2025 through April 1, 2026[.] Claiming to not yet have received responsive records, Mr. Deveney petitioned this office and this appeal, SPR26/1431, was opened as a result. Despite being notified of the opening of this appeal, it remains unclear whether the City has provided a response. Accordingly, the City is ordered to provide Mr. Deveney with a response to his request, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us.
