City Solicitor City of Brockton 45 School Street Brockton, MA 02301 Dear Attorney Bridges: I have received the petition of Scott Taylor appealing the nonresponse of the City of Brockton (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On March 4, 2026, Mr. Taylor requested the following: [1] [A] copy of the last fully integrated collective bargaining agreement (CBA) between the municipality of Brockton and the sworn members of the Brockton Police Department (including the ranks of officer, sergeant, lieutenant, and captain, as applicable) from July 1, 2021, to the present[.] [2] [A]ll memorandums of agreement or understanding (MOA/MOU), side letters, and wage scales/schedules for every fiscal year for the same groups, starting them from the last fully integrated CBA through what is available online… if any agreements have been made after the last available online versions (FY25 for Patrol and FY2 for Superior), please provide those as well[.] Claiming to not yet have received a response, Mr. Taylor petitioned this office and this appeal, SPR26/1476, was opened as a result. Subsequently, I learned that the City intends on providing a written response to Mr. Taylor. Accordingly, the City is ordered to provide Mr. Taylor with said response in accordance with the Public Records Law, its Regulations and this order within ten business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us. Mr. Taylor may appeal the substantive nature of the City’s response within ninety days. See 950 C.M.R. 32.08(1).
