The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records April 24, 2026 SPR26/1479 Denise Ryan Property Manager Lowell Housing Authority 350 Moody Street Lowell, MA 01853 Dear Ms. Ryan: I have received the petition of Steve Brodsky appealing the nonresponse of the Lowell Housing Authority (Authority) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On March 26, 2026, Mr. Brodsky requested the following records[:] [1] The Declarations Page(s) for the LHA’s current Commercial General Liability (CGL) insurance policy[;] [2] The Declarations Page(s) for the LHA’s current Umbrella and/or Excess Liability insurance policy[;] [3] The Declarations Page(s) for any Public Officials Liability or “Errors and Omissions” policy currently in effect[.] Claiming to not yet have received responsive records, Mr. Brodsky petitioned this office and this appeal, SPR26/1479, was opened as a result. Despite being notified of the opening of this appeal, it remains unclear whether the Authority has provided a response. Accordingly, the Authority is ordered to provide Mr. Brodsky with a response to his request, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us. Mr. Brodsky may appeal the substantive nature of the Authority’s response within ninety (90) days. See 950 C.M.R. 32.08(1).
