See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On March 20, 2026, Mr. Brodsky requested the following records between January 1, 2021 to March 20, 2026: [1] Police and Security Records (All Units): A comprehensive log of all “Calls for Service,” “Incident Reports,” “Officer Field Notes,” and “Officer Dispatches” involving the Lowell Police Department, LHA Security, or contracted security personnel at the following locations: [a] [an identified address][;] [b] [an identified address][;] [c] [an identified address][;] [2] Internal Surveillance and Security Directives: All internal LHA records, security timesheets, memos, and directives regarding specialized monitoring or “extra security detail” at the above addresses. Specifically, I am requesting any record that instructs security personnel to monitor my unit, pay attention to my movements, or initiate police contact for noise or “problems,” including the specific detail assigned to [an identified address] in response to my occupancy (Securitas Corp)[;] [3] Officer Communications and Internal Notes: All internal and external emails, text messages (on government devices), and digital memos sent or received by LHA or LPD staff—including the specific officers involved in responses to my units—that mention [an identified individual], [an identified address], [an identified address], or [an identified address][;] One Ashburton Place, Room 1719, Boston, Massachusetts 02108 • (617) 727-2832• Fax: (617) 727-5914 sec.state.ma.us/pre • pre@sec.state.ma.us Jacqueline Cook SPR26/1480 Page 2 April 30, 2026 [4] Neighbor and Third-Party Complaints: All records of any complaints allegedly filed against me or my apartment by LHA, neighbors or third parties at any of the three listed addresses [;] [5] Evidence regarding Unit 215: All records, emails, Police calls, results, internal communications, and maintenance logs concerning the management of Unit 215 and any communications regarding [an identified individual] or safety warnings provided by me on November 8, 2024[.] Claiming to not yet have received responsive records, Mr. Brodsky petitioned this office and this appeal, SPR26/1480, was opened as a result. Despite being notified of the opening of this appeal, it remains unclear whether the Department has provided a response. Accordingly, the Department is ordered to provide Mr. Brodsky with a response to his request, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us.
