The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records April 27, 2026 SPR26/1504 Lori West Records Access Officer Town of Hull 253 Atlantic Avenue Hull, MA 02045 Dear Ms. West: I have received the petition of Adrienne King appealing the nonresponse of the Town of Hull (Town) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On March 27, 2026, Ms. King requested “all records relating to Summit Avenue in Hull, MA[.]” Specifically, Ms. King requested the following: [1] Any paving schedules, Capital Improvement Plans (CIP), or DPW road lists from 2017–present that include or reference Summit Avenue[;] [2] Any documents showing when and why Summit Avenue was removed, deferred, or excluded from paving plans[;] [3] Meeting minutes, internal communications, or memoranda discussing paving prioritization or decisions affecting Summit Avenue[;] [4] Any current plans, engineering evaluations, or timelines for paving Summit Avenue[.] Claiming to not yet have received responsive records, Ms. King petitioned this office and this appeal, SPR26/1504, was opened as a result. Despite being notified of the opening of this appeal, it remains unclear whether the Town has provided a response. Accordingly, the Town is ordered to provide Ms. King with a response to her request, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us. Ms. King may appeal the substantive nature of the Town’s response within ninety (90) days. See 950 C.M.R. 32.08(1).
