The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records April 30, 2026 SPR26/1553 Jacqueline Cook Records Access Officer Lowell Police Department 50 Arcand Drive Lowell, MA 01852 Dear Ms. Cook: I have received the petition of Siddhartha Sewell appealing the nonresponse of the Lowell Police Department (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On February 2, 2026, Mr. Sewell requested the following: [1] The name and badge number of the person who on January 27th, 2026 at 2:29 pm (according to Google data) sent the email attached herewith[;] [2] [An identified individual’s] badge number and email address[;] [3] The number of all the Flock cameras accessible to public records requests and a map of their location[;] [4] All of the body cam footage from both officers for [an identified case number][;] [5] Footage from the surveillance camera located at the front desk of the Lowell Police Department from February 1st, 2026 between the times of 1300 hours to 1315 hours[.] Claiming to not yet have received responsive records, Mr. Sewell petitioned this office and this appeal, SPR26/1553, was opened as a result. Despite being notified of the opening of this appeal, it remains unclear whether the Department has provided a response. Accordingly, the Department is ordered to provide Mr. Sewell with a response to his request, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us. Mr. Sewell may appeal the substantive nature of the Department’s response within ninety (90) days. See 950 C.M.R. 32.08(1).
