The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records April 30, 2026 SPR26/1556 Grace Jung Director of Public Records City of Boston 1 City Hall Square, Room 615 Boston, MA 02201 Dear Ms. Jung: I have received the petition of Ian Cox appealing the response of the City of Boston (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On April 15, 2026, Mr. Cox requested: [1] The Host City Agreement executed between the Fédération Internationale de Football Association (FIFA), the United States Soccer Federation (U.S. Soccer / Member Association), and the City of Boston (Host City Authority) in connection with the hosting and staging of the 2026 FIFA World Cup, including all annexes, schedules, exhibits, and amendments thereto. [2] Any amendments, addenda, modifications, side letters, or supplemental agreements to the Host City Agreement executed at any time after the original agreement. [3] Any written notifications submitted by the City of Boston to FIFA and/or U.S. Soccer pursuant to the adverse financial impact provisions of the Host City Agreement (believed to be Clause 3.4 or equivalent), including but not limited to notifications relating to changes in security perimeter scope, parking capacity reductions, or other specification changes that increased costs to the City of Boston or surrounding municipalities. The City responded on April 23, 2026, assigning this request reference number R002100- 041526. Unsatisfied with the City’s response, Mr. Cox petitioned this office and this appeal, SPR26/1556, was opened as a result. Where this appeal was opened based on the City’s April 23, 2026, response, I will now consider this administrative appeal closed. If unresolved issues remain, Mr. Cox may appeal the substantive nature of the City’s April 30th response within ninety (90) days. See 950 C.M.R. 32.08(1).
