The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records June 3, 2026 SPR26/2092 Joanne Perperian Records Access Officer City of Malden 215 Pleasant Street Malden, MA 02148 Dear Ms. Perperian: I have received the petition of Commonwealth Transparency (requester) appealing the nonresponse of the City of Malden (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On May 18, 2026, the requester sought the following for the time period September 1, 2024 through May 18, 2026: [1] Any Payment in Lieu Of Taxes (PILOT) Agreement(s)[;] [2] Any Tax Increment Financing (TIF) Agreement(s)[;] [3] Any Tax Abatement Agreement(s) for any amount(s) more than $100,000.00[;] [4] Any Special Tax Assessment (STA) Agreement(s)[.] Claiming to not yet have received responsive records, the requester petitioned this office and this appeal, SPR26/2092, was opened as a result. Subsequently, I learned that the City provided the requester with a response on June 3, 2026. Where this appeal was opened as a result of the City’s lack of a written response, I will now consider this administrative appeal closed. The requester may appeal the substantive nature of the City’s response within ninety (90) days. See 950 C.M.R. 32.08(1). Sincerely, Manza Arthur Supervisor of Records cc: Commonwealth Transparency One Ashburton Place, Room 1719, Boston, Massachusetts 02108 • (617) 727-2832• Fax: (617) 727-5914 sec.state.ma.us/pre • pre@sec.state.ma.us
