The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records June 26, 2026 SPR26/2363 Aniela Ricci Records Access Officer Haverhill Police Department 40 Bailey Boulevard Haverhill, MA 01830 Dear Ms. Ricci: I have received the petition of Laura Ortiz appealing the response of the Haverhill Police Department (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On June 19, 2026, Ms. Ortiz requested the following records: [1] Copy of all police worn body cam or other videos or audios that are responsive to the 911 call at Arch Street or Place Haverhill MA, on June 16th (or if applicable June 15th -June 17th) we’re not sure of the time, but we believe it involved a possible shooting and police responded and people called 911, so we’re seeking the full length of the videos or audios depicting the entire encounter, all videos worn by any HPD officers at this scene or other for example from a police vehicle or surveillance. We seek all existing body cams given its reported that multiple HPD officers were there to after a 911 call was placed, it’s unknown how many other videos exist from vehicle or surveillance but we seek a copy of all that exist and we seek all audio recordings of all 911 calls regarding the incident. Reported on social media. Residents subsequently have been seeking public Information but were told Haverhill Police didn’t have any. Timeline June 15,2026-June 17, 2026[.][sic] [2] … electronic body cam, video and surveillance and audio recordings and policy records in whatever format they exist in on your municipality custodial platforms[.] Note: in an electronic and/or in legible, searchable and machine readable copy, our preferred format[.] The Department responded on June 19, 2026. Unsatisfied with the Department’s response, Ms. Ortiz petitioned this office and this appeal, SPR26/2363, was opened as a result. In an email correspondence on June 25, 2026, Ms. Ortiz informed this office that she wishes to withdraw the appeal. Accordingly, I will now consider this administrative appeal closed.
