The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records June 25, 2026 SPR26/2380 Joshua Rickman Public Transit Administrator Worcester Regional Transit Authority 60 Foster Street Worcester, MA 01608 Dear Mr. Rickman: I have received the petition of Tony Kareski appealing the response of the Worcester Regional Transit Authority (Authority) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On June 7, 2026, Mr. Kareski requested, “any surveillance video recordings and related records concerning an incident that occurred on June 1, 2026, at approximately 8:48 a.m.” The Authority responded to this request on June 9, 2026. Unsatisfied with the response, Mr. Kareski petitioned this office and this appeal, SPR26/2380, was opened as a result. Subsequently, I learned that the Authority provided Mr. Kareski with a supplemental response on June 24, 2026. Where this appeal was opened as a result of the Authority’s June 9, 2026 response, I will now consider this administrative appeal closed. Mr. Kareski may appeal the substantive nature of the Authority’s June 24th response within ninety days. See 950 C.M.R. 32.08(1).
